Semi-Formal Sweet 16 Ideas??

I was wondering if anyone had any ideas...I want to have a relatively small Sweet 16 party (20-40 people in total). I'd like it to be pretty formal (Bar/Bat Mitzvah formal) but I'm not looking into booking a huge hall. I was thinking more like a restaurant but I'm not sure...does anyone have any ideas where I could have it? Thanks!
