Extending working holiday visa to tourist visa?

A friend's working holiday visa is ending soon. He would like to stay on to travel a bit more around WA especially, broome, monkey mia down at margaret river etc. He also's want's to go to Bali as it's so close so can he leave when his visa ends and go to bali for a few weeks and apply for a tourist visa in bali for Australia? He is part of the EU so can he apply for that new evisitor visa?
